The organization was formed in February 2000. The objectives of the organization are: to carry out policy research on national development issues and management of the environment and to use the results and findings of such results to lobby for change of policies and relevant legislations.
They aim to undertake education, training and awareness programs on environmental issues, development, human rights, land and resource rights of customary landowners. They also aim to provide legal advice and assistance to NGOs, CBOs and customary land and resource owners, and to enforce their rights as guaranteed under the laws of Papua New Guinea.
